Background

The vocational training partnership between the German Chamber of Skilled Crafts (HWK) and the Malawian partner institution TEVETA aims at improving the quality of vocational education through enhancing interaction and networking between industry and vocational training institutions. This is done in order to provide more demand driven trainings, including more praxis oriented modules and ensure best quality of the training courses. By achieving this, more skilled craftsmen will be available and can find employment on the labor market, the quality of products will improve and Malawi’s economy will benefit.

 

Objectives of the Project

The vocational training in selected trades in Malawi is increasingly oriented towards the needs of the private sector.

Position Title : Project Officer for the TVET Partnership Program of HWK/TEVETA

Reporting to : The German Technical Advisor of HWK.

Location:        TEVET Secretariat, Lilongwe, Malawi

 

Scope of the Work

The Project Officer would support and carry out the following activities in coordination with the German Technical Advisor:

 

1.     Partnership cooperation with HWK/TEVETA

 

·        Coordinates project activities with the German Technical Advisor

·        Plans, implements, monitors and evaluates  for  the agreed project objectives and results according to the MoU

·        Coordinates with all the assigned project partners

·        Reorganizes and strengthens institutional structures

·        Reports according to schedule

 

2.     Project Management

 

·        Support  communication among the partners

o   Supports  partnership development

o   Networks to nurture current partnerships

o   Initiates and maintains regular meetings among the partners

o   Transfer to and discusses within the concerned authorities newly developed policy proposals

 

·        Data collection

o   Supports data collection with  TEVETA and private sector organizations and process data  for need analyses in the selected fields

o   Adjusts existing plans and instruments

o   Develops  new instruments in regard to organizational practices, policies and procedures

 

·        Training components

o   Assesses training needs based on the need analyses

o   Identifies training courses

o   Develops training schedules

o   Reviews and adjusts curricula and teaching aids

o   Develops standards

o   Prepares for exams regulation and certification of those standards

 

3.     Finance Administration and Office Management in coordination with the German Technical Advisor

 

·        Budgets for project activities and financial management

·        Budget adherence

 

4.     Reporting in coordination with the German Technical Advisor

 

·        Regularly reports to  counterparts

·        Reports to the steering committee and TEVETA management

 

Length of assignment

Initial contract will begin at the soonest possible date until November 30, 2019, with a possibility of an extension.

 

Qualifications and Experience

Applicants should:

·        Have a Bachelors Degree in Technical Education or Business Administration. Those with Masters Degree in Technical Education will have an added advantage;

 

·        Possess relevant experience and training in project/programme/operations management;

 

·        Have a minimum of 3 - 5 years experience in the field of technical and industrial trainings in Malawi ;

 

·        Have deep knowledge in the TVET sector in Malawi

 

·        Experience in  training management, industrial training, curriculum development would be an additional asset

 

·        Be knowledgeable in Financial Management

The Technical, Entrepreneurial and Vocational Education and Training Authority (TEVETA) is a regulatory body that was established in 1999 by an Act of Parliament with the mandate to coordinate and facilitate technical, entrepreneurial and vocational education and training in Malawi.

1. Position Title : Head of Funding and Finance

Reporting to : Director of Finance

Division : Finance and Funding Division

Responsible for: Accountants

 Job Purpose : The Head of Funding and Finance shall be responsible for prudent management and adequate accountability for TEVETA’s finances and provide advice to management on financial matters.  

 

Key Duties and Responsibilities

a) Ensures that legal payments and obligations are met on time;

b) Monitors and controls expense accounting processes in the authority;

c) Advises on any budgetary deviations/overruns and flexing of budgets;

d) Ensures sound treasury management;

e) Formulates measures/strategies to address cash inflow deficits;

f) Consolidates annual budgets;

g) Monitors and controls the Authority’s expenditure patterns;

h) Maintains a good working relationship with the Authority’s financial partners, clients and banks;

i) Interprets  financial plans, policies, regulations and controls;

j) Reviews and maintenance of sound accounting and financial management systems;

k) Monitors cash and bank transactions;

l) Advises staff on good practice in finance and accountability matters;

m) Handles audit queries;

n) Produces monthly, quarterly and annual financial reports;

o) Supervises  subordinates; 

p) Identifies capacity development needs of departmental staff; 

q) Participates in the recruitment, induction, performance appraisal, career management and other human resource related functions.

 

Qualifications and Experience

• Applicants must possess a Masters degree in Finance or Business Administration, a Bachelor’s Degree in Accounting, or full professional qualifications such as ACCA, CIMA, CPA, CA with at least six (6) years relevant experience  in Finance.

 

2. Position Title : Head of Internal Audit

Reporting to : Executive Director and TEVETA Board

Division : Internal Audit Services Division

Responsible for : Internal Auditors

Job Purpose : To provide independent and objective assurance on the management of risks in  TEVETA.

 

Key Duties and Responsibilities

a) Facilitates the implementation of risk management framework that enables TEVETA understand and manage threats to the achievement of objectives;

b) Facilitates the development of risk registers outlining potential major strategic and operational risks and impact;

c) Provides advice on the overall adequacy and effectiveness of the organization’s arrangements for governance, risk management and control;

d) Raises risk awareness to promote the practice of risk assessment and management to ensure that a consistent and cohesive approach is adopted;

e) Leads the development and implementation of the risk management strategy and accompanying policies;

f) Develops an overall audit strategy and plan, aligned to the risk profile of the organization, and designed to meet the assurance needs of Management and the Board in a focused and cost effective manner;

g) Develops audit objectives, plans, strategies, procedures, and time budgets for specific audit assignments to ensure that staff perform audit procedures in accordance with professional standards;

h) Conducts audits to assess controls, operational efficiencies and compliance with policies, procedures and regulations;

i) Coordinates activities by scheduling work assignments, setting priorities, and directing the work of subordinate employees;

j) Ensures that staff prepare audit working papers, schedules, and statements in accordance with professional standards, Internal Audit Charter and Manual;

k) Reports to AFINAC and the Board on the status of the Internal Audit Plan, control issues and managements action;

l) Manages the Internal Audit System and Division to ensure efficient and effective operations.

 

Qualifications and Experience:

• Applicants must hold a Master’s Degree in Finance plus a Bachelor of Accountancy/ Commerce degree or full professional qualifications such as CIA, ACCA or CIMA with at least six (6) years relevant audit experience.

 

3. Position Title : Head of Administration and Human Resource

Reporting to : Director of Administration and Human Resource

Division : Administration and Human Resource Division

Responsible for: Senior Administration Officer

:Senior Human Resource Officer

 Job Purpose : To develop and make recommendations for effective administration and human resource policies and practices.

 

Key Duties and Responsibilities

a) Initiates the formulation of administration and Human Resource strategies in order to ensure that corporate services contribute effectively and efficiently to the goals of the Authority;

b) Coordinates the formulation and implementation of departmental budgets and manages resources allocated prudently and in compliance with corporate service policies and practices;

c) Leads the conducts training needs analysis and develops training programme to meet staff training and developmental needs for good job performance;

d) Coordinates training issues in liaison with training committee;

e) Coordinates performance and reward management systems, processes and procedures in accordance with code of conduct in a way that ensures consistent and fair reward for performance and administration of discipline; 

f) Provides accurate information related to personnel administration to aid management decision making; 

g) Provides professional technical support to the Authority at both the leadership team and department levels to ensure that management style and decisions made in the management of human resources are within the applicable Malawian labour laws and reflect good human resource management practice;

h) Coordinates recruitment, performance counseling, and disciplinary enquiry hearing for staff and provides professional advice in all cases; 

i) Prepares and submits reports on Administration and Human Resources  activities, as well as monthly cash flow forecasts for planning purposes; 

j) Coordinates the management and maintenance of the Authority’s office buildings;

k) Coordinates asset disposal according to TEVETA’s  Disposal Policy;

l) Compiles informative management reports on the performance of the administration and human resource function.

 

Qualifications and Experience

• Applicant should be a full member of the Institute of People Management of Malawi and must possess a Master’s Degree in Business Administration, Human Resource Management, Public Administration plus a Bachelor of Administration, Human Resource, Public Administration with at least six (6) years relevant experience.

 

 

4. Position Title : Senior TEVET Management Information Specialist

Reporting to : Head of Planning and Research

Division : Planning and Research

Responsible for : Information Technology Specialist, Documentalist 

 Job Purpose : Responsible for planning and coordinating the Information systems of the TEVET Sector in Malawi

 

Key Duties and Responsibilities

 

• Produces annual work plans and budgets for the Information Management Unit (IMU);

• Develop the Information Management function as a key and effective function within the institution;

• Develops and maintain the process for ensuring system integrity and security from unauthorized users as well as virus contamination;

• Develop a process for backup operations and disaster recovery on all data collection devices;

• Reinforces a network of regional/local IM functions and establish the appropriate roles and communication;

• Ensures that the MIS is updated with the relevant information in a timely manner;

• Map relevant information flows, contents and processes, set strategic directions for the most efficient management of information;

• Checks regularly for the inconsistencies in information and ensure for validity following up with the concerned;

• Establishes an IM roadmap to strengthen and develop tactical solutions to support business needs;

• Monitors, evaluate and follow up the use and results of the MIS system;

• Develops and update the MIS database,  user manual and disseminate to all system users;

• Provides data and information for producing monthly, quarterly, and annual reports, including other sectoral reports as per need of the programme.

Qualifications and Experience

• Applicants must hold a Master’s Degree in Management Information System with  4 years relevant work experience or Bachelor’s Degree in Management Information System with 8 years relevant work experience. 

• Expertise in Information Lifecycle Management.

• Experience in leading a team and working within a network

• A profile with Information Communication Technology Management experience would be useful

 

 

5. Position Title : Monitoring and Evaluation Specialist

Reporting to : Head of Planning and Research

Division : Planning and Research

Job Purpose  : To provide support in Corporate Planning and Research, Monitoring and Evaluation, Management of Information, Communication and Technology and ensure programme and services delivery compliance with strategic plans.

 

Key Duties and Responsibilities

• Designs and implement performance monitoring plans including the development of result frameworks, indicators and monitoring tools in line with set program indicators;

• Works closely with Subject Matter Specialists and partners to support their data tracking and reporting capacity;

• Prepares topical and generic reports and maintain records related to monitoring and evaluation and make them available to users for informed decision making;

• Attends to complaints and queries related to monitoring and evaluation matters;

• Monitor and evaluate implementation of annual corporate plans and budgets and makes recommendations for improvement on programme and service delivery;

• Coordinates the monitoring and evaluation of programmes and services delivery in the Authority’s technical and financial terms and makes recommendations for improvement;

• Contributes to programme management through timely processing and dissemination of M&E findings and best practices to facilitate evidence-based planning, learning and programme decision-making.

 

Qualifications and Experience:

• Applicants must have Bachelor’s Degree in Social Sciences, Development Studies, Economics, Statistics or any relevant field with 4 years working experience in Monitoring and Evaluation.

 

6. Position Title : HUMAN RESOURCE OFFICER

Reporting to:Senior Human Resource Officer

Division:Administration and Human Resources

Purpose of the job : To provide human resource management services.

 

Key Duties and Responsibilities

• Maintains personal files ensuring that the respective Human Resources  policies  have been read and signed by staff for records

• Maintains up to date databank for all employees.

• Management of staff leave, advances and loans.

• Responsible for updating the employee database system to ensure an up to date record

• Provides support with HR paperwork which includes reference and background checks.

• Attends to Human Resource mail and telephone calls in a timely and satisfactory manner 

• Arranges logistics for HR conferences, meetings, workshops and that they are handled efficiently and effectively.  

• Assists in providing support in the process of recruitment and selection of staff.

 Qualifications and Experience

 Applicants must possess a Bachelors Degree in Human Resources Management or Business Administration or Public Administration with 4 years’ experience in human resources related work. 

 

 

7. Position title : Assistant ICT Specialist

Reporting to : ICT Specialist

Division : Planning and Research

Job Purpose : Provides ICT services to the Authority

 

Key Duties and Responsibilities

• Designs, develops and maintains an effective system for storing, retrieving documents;

• Maintain TEVETA’s database;

• Attend to documentation enquiries;

• Participates in monitoring and evaluation of activities in order to build empirical database on topical areas;

• Captures data and produces topical reports for the various user departments;

• Coaches and assists staff on the management of automated operation systems including training them on computer applications;

 

Qualifications and Experience:

• Applicants must possess a Diploma in Information Technology or related field plus 2 years relevant experience.

Director of Training Programmes at Technical Entrepreneurial and Vocational Education and Training (TEVET) Authority, Mr. Modesto Gomani says vocational skills standards go up with practice.

The Director said this during the graduation ceremony of 63 students that have completed various trainings at Jenga Community Skills Development Centre in Rumphi district. 

“Vocational education requires more practice for its standards to go up and also for one to get used to the work so that the issue of quality should be achieved for customers’ interest. It is also important for you to be creative in order to succeed in a competitive market,” said Mr. Gomani.

Adding: “I would like to urge you to use the skills provided by TEVET Authority for making money because that is the number one capital which has been provided to you and you have to make use of it.”

TEVET Authority Regional Service Centre Manager for the North, Mrs. Conceptor Kachoka encouraged the graduating students to aim at producing quality products saying quality products fetch the market faster and also make customers happy.

“When you are making your products you should aim at satisfying customer’s needs. You can agree with me that almost every person looks for quality when purchasing products and quality products also sell faster on the market than those that are of poor quality,” she said. 

In his remarks, representative of Senior Chief Chikulamayembe, Chief Chipimbiri who is also the Principal for the centre said he was thankful to TEVET Authority for drilling the students from Nkhamanga in various trades and that the development has lessened poverty levels in the community.

He said: “When the students have graduated at this centre, others engage in self-employment while others get employed and by doing so unemployment levels in this community tend to be less. Also, other immoral behaviours by some youth who were just staying idle such as robbery and drug and substance abuse are also becoming less.”

One of the students who graduated at the centre in the year 2015, Masida Kaonga, aged 23, a tinsmith student said he is now earning a living out of the trade and he now owns a business at Bolero Trading Centre.

“I dropped out of school after I wrote my Primary School Leaving Certificate because I felt like I would no longer manage. I started this tinsmith business a few weeks after I graduated from Jenga Community Skills Development Centre and up to date I can confidently say that this business is making profits for me,” said Kaonga.

According to the chairperson of the centre, Mr. Lister Dapalapa Mhango who is also a trainer in welding and fabrication, 63 students graduated in five trades namely; Tailoring and Design, Carpentry and Joinery, Fabrication and Welding, Tinsmith and Information Communication Technology (ICT).

Jenga Community Skills Development Centre was established in 1997 by Late Godfrey Gondwe, as an individual enterprise. In 1999 it was converted into a community based organization under the leadership of Traditional Authority (T/A) Chikulamayembe. In the same year, the centre was recognized by TEVET Authority as a centre offering life skills training in informal sector. The centre receives funds from the Authority apart from other organizations it works with such as Africare and World Vision.
